Dedicated HA1 Interface Link State Down When Connected on PA-3000 Series

Resolution
Issue
Using a PA-3000 series on the Palo Alto Networks firewall, the dedicated HA1 interface shows the link state as "down" and no link lights, even though it is connected to the other unit. The HA2 interface still shows a link state as "up".
Cause
The PA-3000 series will not bring up the dedicated HA1 interface link state until High Availability has been configured and enabled. The HA2 link state will still come up even though High Availability has not been configured.
Resolution
Configure and enable High Availability on both units as described in the following document and the HA1 link will come up.
