Error Message After Software Upgrade: System Initializing; Please Wait

Symptom
After attempting a software (PAN-OS) upgrade, the Palo Alto Networks firewall displays the error on the console: "System Initializing; please wait". This is followed by a continuous reboot cycle or stay stuck.
Resolution
- Perform factory reset on the Palo Alto Networks firewall.

admin/admin - Reconfigure the management interface IP:
> configure
# set deviceconfig system ip-address 'x.x.x.x' netmask 'x.x.x.x' default-gateway 'x.x.x.x'
# commit force - Continue the configuration through the management WebUI
