OSPF Adjacency not Established with Error: neighbor does not need to become adjacent.
Resolution
Issue
An OSPF adjacency might not come up and in the routed.log the user can see the following message:

OSPF 13 i/f idx 463 rtr ID 185.22.199.38 IP addr 185.22.199.38 neighbor does not need to become adjacent.

Cause
This is due to the fact that the device has a Router ID value identical with the peer trying to establish the OSPF adjacency.
Resolution
Once the local Router ID is changed the OSPF adjacency will move forward to the next steps. The OSPF Router ID can be changed from WebGUI at Network > Virtual Routers > "VR name" > OSPF > Router ID, as shown in the following screenshot:
