PAN-OS Web Interface Shows Not Ready Status and Commits Fail

Issue
PAN-OS web interface shows "Not Ready" in the status bar and commit fails.
Symptoms
> show jobs id 1

Cause
If there was an autocommit which timed out earlier, this could cause the system ready status to be "no". Subsequent commits would fail with the messages, as shown above.
Resolution
Perform a commit force to clear the condition:
# commit force
