With SFP links, setting the link-state down does not cause the link to go down. Hence, the virtual wire still shows as up.
Resolution
Fiber links cannot be administratively down. The link state is determined only by actual link status. A virtual wire with one link fiber and other copper will inherit the characteristics of the fiber link.
