While I am going to commit any changes on the device, it's showing failed to connect.

As a first step, I would recommend to look into logs to get more details what is causing commit to fail: https://knowledgebase.paloaltonetworks.com/KCSArticleDetail?id=kA10g000000PMb2CAG

 

Other than this, I would open TAC ticket.
