Remediation: Verify you have proper settings for database connections. (see ML gets stuck at "Pending" )

Latest Expedition1 with Ubuntu 20 has mysql config file located in /etc/mysql/mariadb.conf.d/50-server.cnf

Try to comment section bind-address and restart mysql service as shared in your linked article but using above mentioned file instead.
