Am I going mad, or can anyone else not actually use certificates imported in Panorama and then distributed to end devices?

Once I have pushed these to PA's I cannot seem to apply them to 'functions' via the GUI or the CLI.

Looking to upgrade our Panorama and mix of 500, 2000 and 4000 HA units from 3.1.8 to 4.1.3.

We understand that we need to jump to 4.0 first, and then to 4.1.3 as there is no direct upgrade path.

We archive old logs off of Panorama for safekeeping, but have a need to re-load some of this data back into a Panorama Appliance for investigation.  Has anyone had any experience with doing this, is it even possible to do without going under the hood

So far i have been unable to find any mention of this admin role in the documentation. After a quick test I only see one difference in that a panorama admin can't create new admin accounts or roles. Is that the only difference?
