Long story short, answer is here: https://docs.paloaltonetworks.com/pan-os/10-1/pan-os-admin/vpns/set-up-site-to-site-vpn.html

Basically tunnel interface in Palo Alto is used to have distinct and logical way to separate traffic for the specific site to site VPN - tunnel interfaces can have their own security zones and policies, they are used to deal with routing via IPSec tunnel, etc. Documentation can give you more detailed answers in terms of what has to be configured, but in general - tunnel interfaces are mandatory element of this configuration.
