Hai all,
we have different qos class and allocated bandwidth, all of them are working .
Now qos 2 has a guaranteed of 20mbps and max of 50 mbps . and only 10 user is assigned to it if a user start a download of 25G file and if all other band width are free he will get max of 50 mbps i understood this much. and if another user want to download at the same time will the available bandwidth be shared or the user who started the download first will consume all the available bandwidth which leads to a bandwidth congestion?
is there a way to control the byte received like no more than 2 mbps in a given qos.

According to your configuration 50Mbit cap is by class.
It means users share this throughput.
If user 1 is only one downloading then whole 50Mbit is available.
If user 2 starts downloading and combined throughput goes over 50Mbit then Palo will drop exceed traffic.
It is then up to TCP implementation in each user computer to pull back and balance utilization.
Unfortunately Palo don't support per-user traffic throttling.
You can look at your network infrastructure as in some of them you can set limits by user.
