Panorama M100 panorama does not respond after reboot

I have a problem with Panorama M100, after each reboot I have no contact with it, it doesn't answer to pings and I can't get to the web interface. The problem has been occurring for a long time on many versions of the system, I created a case in Palo Alto portal and the device has been replaced. Recently during the upgrade to 9.0.9 and reboot it happened again. If I do a hard reset it starts correctly, there are no logs from the "freeze" period. Has anyone had a similar situation? This is the second M100 device with such symptoms, is it a flaw in this series or maybe an unfortunate coincidence?
