This indicates permission issue. Make sure that you login as administrator or the account which is used for userid agent service (Control panel -> services -> User id agent service.)
The service account should have rights to
- log on as a service
- full control over Computer\HKEY_LOCAL_MACHINE\Software\Palo Alto Networks
- Event log readers and server operators groups permission AD server.
If user id is installed on 2008 R2 server, make sure 'Enable Server Session Read' is set to "Yes" on the UA.
