Using Dynamic Block List - What happens if the Dynamic Block URL is not available?

What happens if the URL for the dynamic block list is not available? Are the entries cached or all IPs allowed?

The entry is cached and the EBL is updated every 15(?) minutes. I'm not sure how long the palo alto will hold that cached information or if it holds it until the next reboot, but if it's intermediate I wouldn't be to worried about it.

If that EBL is void of any information then it will view it as it has 0 IP addresses and continue down in the list, the PA won't view an empty EBL as a pass to send all traffic.
