deploying PA-3250.. int 1/2 and 1/1 are configured as Vwire.. however, interfaces are showing down..

Have you verified speed, duplex, and link state configured on the interface? That's where I would look and see if you're getting any sort of link light on the interface itself.
FYI, I wouldn't recommend sharing your serial number on a public forum.
