GP pre-logon with auth cookies (no cert)

Has anyone successfully enabled pre-login using auth cookies with no cert check/ profile applied to portal? We are running PAN-OS 9.0.9h1 and have tried both 5.1 and 5.2 clients. We have a single profile set up with both pre-logon (always on) enabled as well as Windows SSO authentication for users via SAML to Azure AD.

 

For us, pre-logon works for the initial auth cookie lifetime (in our case 24 hrs) but once this expires, subsequent logons fail with invalid pre-logon cookie msg in PanGPS logs. If I'm reading the doc correctly, once the auth cookies expire they should be updated with new lifetime when the user subsequently logs in successfully. Is this only valid for the user auth cookie (PanPUAC) and not the pre-logon auth cookie (PanPPAC)?  If we uninstall/reinstall client, we see same behavior (pre-login will start working again for initial lifetime of pre-logon cookie, then will no longer work after initial lifetime expires regardless of successful user logins afterwards).

 

I've had a ticket open for this since early Sept but no answers from support other than suggesting we use cert authentication instead (which may be the answer, but since the Palo doc states pre-logon with auth cookies and no cert profile check is a supported configuration, I'm trying to make this work with our current config before going down additional work I need to do for cert checking). Appreciate any insight you might have or any items I am overlooking - thanks!
