Is there any way to create the bandwidth capping on palo alto firewall of Active and Passive firewall.

Yes, QoS can be applied to VPN tunnels on Palo Alto Networks firewalls by configuring it on the tunnel interface as explained in this KB:

Applying QoS on Tunnel Interfaces
