You can find this information in configuration log. Please navigate in Panorama to: Monitor > Logs > Configuration. You can use this string to filter out only security policy related logs: ( full-path contains 'rulebase/security/rules' )
You can refer to: "Generate Time" on the left side of the log screen to determine date and time when security policy was created.
