Do you have block any/any rule anywhere before intrazone-default? What is result if you filter Monitor > Traffic ( addr.dst in X.X.X.X ) and ( app eq ping) So in NAT rule you have only Source Translation configured? If yes is bi-directional checked or not? Screenshots maybe?

The oid 31.1.1.1.6.9 is a polling request from your snmp manager not a trap. The only traps here are the system uptime from the PA to the snmp manager. This validates that you have the trap configuration setup since they are being sent and seen. But you are saying you dropped a link in this period. So there is no link down trap here being sent. You do need to enable traps for policies and alerts but my understanding is that standard traps like the link down should be visible as soon as traps are enabled. So there may be some kind of bug here.
