Have you resolved your issue yet?  I am having the same issue.  I am using two-factor and VPN disconnects after closing laptop lid but works on another portal config in lab.  The only difference between the two portals is the LAP only has one gateway while the Prod Portal has multiple gateways. ProcessServerSleep skips network discover for on-demand mode.
