when you open up GlobalProtect, it opens two browser windows to authenticate. we cannot connect until we close just 1 of those authentication windows. how to troubleshoot?

What are you using for your authentication method for GlobalProtect? Is it SAML? If so is there any difference when you flip this key?
To get a more detailed answer on whats happening I would see if the clients debug logs shows any indication into what is happening. Check specifically the PanGPS and PanGPA text files.
Also what GlobalProtect version(s) and Pan-OS version are you running?
