Forgive my lack of knowledge but we have a PA-5410 running 10.2.4-h4. I was curious with 11.1 being out know if I should upgrade or stay on 10.2?

That would depend on your needs. Is there a specific feature you are looking to gain with going to 11.X? I personally don't even consider new major releases (unless there is an immediate security need) until about the x.x.4 - x.x.6 version. I wouldn't update just for the sake of updating, so it really depends what you are trying to get out of it.
We have 5400 series running on 10.2 and have no plans of going to 11.x in the immediate future so I cant speak on personal experience of performance of them on 11.X
