I have set up VM image scopes to scan several Azure subscriptions that have gallery VM images. Most of the images are Linux, but some are Windows. When scans run, I get all of the Linux VM results, but I am unable to get any results for the Windows images. Is this something that is not supported by Prisma Cloud or am I just missing some setting?

It is supported. However, some Gallery based images have certain license constrains that do not allow them to be scanned. In some cases, it is possible to pull them, use them as a base for a "Golden" image, and scan that instead.

So if we are hosting a compute gallery in a subscription with a modified Windows VM image definition, it should be scannable? This is how we are currently hosting the image, but I am unable to scan it in Prisma. What exactly needs to be done to the image for it to become scannable?
