Looks like a cert error. Check the TLS profile you have configured. In the protocol settings of the tls profile, please set the max version to "Max".

The solution was in the authentication policy where i was matching my local database users, i had changed then to unknown for source users and found that captive portal started working.
Additionally on the first login Palo alto doesn't support Password change for the end users we have to take external third party server to do this thing.
