Is it possible to directly upgrade PAN OS- 11.0.2-h2 to 11.1.2-h3

you can upgrade directly to from 11.0.2-h2 to 11.1.2-h3. Here is a reference from documentation: Determine the Upgrade Path to PAN-OS 11.1. You should download base 11.1.0 image first, then download and install 11.1.2-h3.
