Does the credential phishing policy require the URL filtering license?

Not strictly, you can define a Custom URL Category and use credential detection without an URL Filtering license, but if you need to associate different actions for different PAN-DB categories, then you will need URL Filtering processing to evaluate the URL with PAN-DB categories.
