I have a PA-2050. When setting up DHCP or modifying an existing configuration is there something I am supposed to do other than Commit the change to make those changes take effect? Like reboot the thing?

You shouldn't have to manually do a reboot for any configuration setting. Committing the changes should work, I have seen it take a minute or two for some changes to show up after a commit.

I ended up deleting and recreating the DHCP server since it never seemed to respond to the changes I was making. Or at least never changed my gateway when I tried to.
Changes should appear pretty quickly without a reboot or management plane restart or anything like that.
