If your DBL is being populated by an external source you'll need to update the external source with the IP address, you won't be able to add an address on the device itself.
If you simply want to refresh the DBL automatically once the external source has been updated, this would be a good use case for a script that utilizes the API that's available. Unfortunately I don't have access to anything running that version of PAN-OS anymore, so I can't help you on how the script would actually look. You should be able to go to https://firewallip/api and use the api builder however.
