I am not able to ping from my external interface ip (Public ip) to any other public ip,..Any extra features needs to be enabled?

Check if the default route has been configured.correctly.

If you have a Clean up rule (any-any-deny) ,you need rule to allow Intra-zone (from -zone:Outside interface to  zone:Outside interface).

Which command are you using to ping from the external interface ?

Did you use the bypass-routing argument ?
