Hi,
We are planning to use custom url categories and block/allow list to make url filtering, i want to know if in this situation the url filtering license is required. In the same time, can i put my own urls (those that will be authirzed) in a custom category, and block all the rest of the categories to make an efficient fiternig?

A license for URL filtering is required to do any url filtering. I do not suggest using a custom category for a "White list". Create a URL profile, set all catagories to block, and then add your list of urls in the "exceptions" area. The only down side to this is that some sites store their data on a contect delivery network so you may need to tune this and add the CDNs used by your list of allowed sites.
Also, by using the standard catagories, reporting will still be accurate for sites blocked or visited.
