Starting from PanOS 4.1 it is possible to use URL Category's as Security Policy match (URL License required)
So it should be possible to create a custom URL category where you maintain your URL whitelist
and combine this Security policy with App youtube and web-browsing
Place this Policy before your "deny youtube" Rule
This should allow youtube for a specific URL.
