You've to go to policies -> Preview rules -> Reset Rule Hit Counter -> All Rules

I don't have anything running PAN-OS 8.1 anymore, but the syntax likely hasn't changed much. You can do this directly in the CLI by the following command to reset all rule hit counts in your security rulebase.
clear rule-hit-count vsys vsys-name vsys1 rule-base security rules all
Or you can create a lit of entries to clear
clear rule-hit-count vsys vsys-name vsys1 rule-base security rules list [ "My Test Rule" "My Other Test Rule" "My lonely test rule" "My Bad Test Rule" ]
