we have url filtering profile and action is set to block when license is expired.

Running 8.0.9 on PA 5050.

 

I still see web traffic and all the rules where traffic is allowed?

Are you actually using the BrightCloud database or PAN-DB? 

 

BrightCloud:

If you set the option to Block all traffic assigned this URL-Fitlering profile will be blocked. 

 

PAN-DB:

This would be the most normal method for people at this time. When using the PAN-DB, you simply stop getting new updates. The policies will apply to traffic as it would normally. If the requested URL exists in the cache local to the device it will still function as expected, if the entry does not exist it will be allowed as a lookup can't be performed. If the cateogry is unknown, the traffic will be allowed. You can also continue to utilize the custom category without issue.

Basically what the PAN has for its URL cache will continue to be there until it is updated.

The URL Filtering license allows access to the DB updates for URL-Filtering to work properly. If you already have the url-filtering DB on the firewall all features will work perfectly fine, websites just may not be categorized correctly and any feature category updates won't be downloaded by your firewall. 

so what does action block mean here?

We are using the PAN DB.

 

On safe side i deleted the url filtering license from the PA.
