If I compare these two model, specification is same, but the price is different between both two. (VM-100 is cheaper)
What is an advantage of VM-200?
Please tell me answer within two scenarios.
#1.
If I want new virtual device (w/ PANOS 8.0), no advantage to purchase VM-200?
#2.
If I already have VM-200 with PAN-OS 7.1, does it mean I can renew my subscriptions by VM-100 price (If I upgrade my device into 8.0)?

For #1, as long as you're running 8.0, there is no benefit to using VM-200 over VM-100 - so go with VM-100 since the pricing is more advantageous.
For #2, this shouldn't be a problem if you purchase a VM-100 out of the gate, as you'll be using VM-100 subscriptions. If you start with VM-200 and then upgrade to 8.0 later, you'll have to work with your Palo Alto Networks reseller/sales team on renewal subscription/maintenance pricing.
