For managing the PAN device you can use these services:
http (tcp 80)
https (tcp 443)
ssh (tcp 22)
telnet (tcp23)
snmp (udp 161)
outbound it will typically use
dns (udp 53)
ssh (tcp 22)
http (tcp 80)
https (tcp 443)
ntp (udp 123)
snmp trap (udp 162)
syslog (udp 514)

Do PA MGT use a particular port when download dynamic update (contents update), PANOS, checking a license from update or license server?

That will typically been done over port 443 (https).
