Hi @JoeCheng ,
Lockout mode could be due to too many failed attempts -> https://docs.paloaltonetworks.com/pan-os/9-1/pan-os-admin/certifications/fips-cc-security-functions. That should clear up after the lockout time expires.
Or you could have a PAN-OS problem and need to open a TAC case.
