That log is likely a false positive, since it happens only at boot time. Most likely there are system checks happening and the disk is not yet ready, so it reports that error. A search yielded some more text for the error, does this match yours? You may need to click the magnifying glass next to the log to get the full text. Disk quotas can not be computed due to disk info is not available. Ignoring and using defaults instead. As for the percentages, yes you want it to be quite full. It's a rotating log (first in, first out). Any empty space is wasted. There's definitely a need for buffer, since you may get a burst of logs that cannot be predicted. This is why it doesn't stay higher (like 99% or similar).
