I see that you can query the user-id database from the CLI with the "show user" command but can do you do the same via the XML API?
I am unable to find a user related option in the API browser.

You can do an operational command:
type=op&cmd=
You should see the output in a CDATA section.
$ panxapi -Xxro 'show user user-IDs'
op: success
<![CDATA[
User Name Vsys Groups
------------------------------------------------------------------
]]>
