Checkpoint FW cluster managed by SmartConsole - Migration to PaloAlto

New to PA. 

Looking for steps in migrating Checkpoint FW (cluster - managed by Checkpoint SmartConsole) to PaloAlto.

You would usually either use the Expedition tool to give you a starting point and then go through and customize it in Expedition before loading it onto your firewall. You could of course migrate it all manually as well, but most people would prefer the Expedition tool migration.

Did you try the steps located within the expedition tool? You would run these steps from within the smart console to achieve what you are trying to do.
