Failed to parse security policy

Dears

I'm migrating from Cisco ASA to paloalto 3220, I migrated all configuration successfully but I faced the following error

Error: Number of security rules (8721) exceeds vsys capacity (2500)
Error: Failed to parse security policy
(Module: device)
Commit failed

however, PA-3220 support 10,000 policy I have only 8721, what is the issue
