Can anyone anwser why my LocalDB doesn't have a URL match but the CloudDB does?
admin@IPS01(active)> test url bluebarracuda.com
bluebarracuda.com not-resolved (Base db) expires in 0 seconds
bluebarracuda.com business-and-economy (Cloud db)

The short answer is that the baseDB is a database downloaded from BrightCloud (not to be confused with the device cache) and comes loaded with the 2.000.000 most popular URLs (as seen from global statistics across all customers using the service)
so url's that are not in the baseDB are simply less popular and require a cloud lookup
to check your cache you can run
> show running top-urls
or panDB users:
> show running url-cache all
