how can i do the acheive the same .
For example
1) if i want to block google.com and yahoo.com
2 if i want allow only goole.com

Do you mean how do you do this without subscribing to Palo / Brightcloud for URL filtering? If so, I believe that you can still use custom URL categories.

URL Filtering license is not required to use customer categories

Custom URL categories is your friend. Please review the following article How To Create Custom URL Categories
Along with custom url in policy, try application as "any" and service as "http" and "https". it should work.
