Hello,
the managment asked to block any video that it`s lengh more than 3 min is it possible to do that ?

There is no mechanism to interrupt an ongoing session based on it's longevity. you could create a QoS policy that restricts download speed of videos which could discourage trying to load longer videos as they would take longer to buffer
alternatively you could create a URL filtering block-continue page that instructs users about policy that restricts videos longer than 3 minutes ?
you can also reach out to your local sales team and have them submit a feature request for this functionality
