Blocking youtube, but url government have their videos on youtube,streaming media is blocked but I need to see the videos of the government pages and videos are on youtube, like youtube totally visualize without unlocking?

You need to figure out a way to differentiate the users or the site. Group A can access Youtube and group B can not. This can be done using "User-ID" or IP subnets as the identifier. Or if all of your youtube videos are in the same place you can create an exception list.
Allow List:
http://www.youtube.com/directory/*
You might need to put a period between the / and the *.
