Can I ask a msg as a public domain email address customer?

I'm assuming that you're talking about the inability to create a support account with a personal email address correct? If that's the case, PAN generally doesn't allow this to happen as they don't expect you to be using the product as a consumer.
You can always fill this out https://www.paloaltonetworks.com/services/support/login-assistance and ask for an exception and they'll build out the account on the backend to bypass the restriction (or at least they would previously).
