Can I have only one URL sub in an HA pair configuration?

Is it possible to have a HA pair of PAs where only one of the units has a license for URL Filtering?  If so, what happens when the units failover to the one without the URL license?

Hello,

Each HA device must have their own licenses. If not, the other will not be able to perform the URL filtering functions.

That's what I thought but, will it still failover even if the other unit doesn't have a license for URL or will it not failover at all? 

Hello,

The device will still failover but your devices will not be synched up because it does check for the URL database version.

If you run commamd: show high-availability state, URL Database is peer information that it looks for.

Thank you very much for the information.  One more question, will the Security policies and other policies like NAT & QoS still sync?

No prob. Yes, your policies should still sync up.
