We are facing throughput issue looking at debug dataplane stats we see TCP host connection.

Could you elaborate to what you are facing? TCP host connections should not be the cause of throughput issues as it is a counter for dataplane to management plane connections, not sessions through the dataplane. Since the buffer is low you may want to consider opening a support ticket, if you're running on the latest PAN-OS, to have that checked out.
