No, you cannot disable the management interface
you can, however, create management profiles to be able to manage your firewall through a dataplane interface and you can configure service routes to direct management outbound connections (dns, updates, UIDagent, Panorama,...) through a dataplane interface, and then simply disconnect the management interface
