Do I need Panorama to set up email notifications on high and critical severity threats? I know you can set up sheculed reports, but what if I just want to receive an email when a threat is blocked or detected, or what have you.

You can create an email server profile and associate that with the log forwarding profile and add this to the security policy. In the policy add the profiles like AV, anti spyware and vulnerability protection.

This solution is actually incorrect if your intention is to have the Email notifications generated *from* Panorama.
What the mentioned profile will do, is to commit configuration from Panorama, to ask each individual managed firewall in the Device Group to generate an Email alert *from* the firewall.
If you forward the logs from the managed device to Panorama, and you want to 'centrally' generate the email *from* Panorama, then refer to:
