Has anyone dealt with this url before? It seems like it's trying to call home as soon as my machine login and it's reating some issue with some of my user. Wonder if Palo can recognize it for now it just saying web-browsing app.

BrightCloud has it listed as risk of 'moderate' category 'streaming media' with reputation index of 54. You can test it at:
www.brightcloud.com
Generally it looks benign, but hard to tell if there's something else there that is looking for a special request. Going there directly returns a couple of HTTP 401 responses and a request for a favicon which gets an OK, but with no icon actually there. You can always block it and see what happens!

Not much info when I tried googling it.
Seems to be a phone home feature of MS Toolbars/MSN Live.
