ACTUAL get protection. Okay my bad I just thought it was really bad grammar and you were asking 'how to get flood protection' not actual GET flood. Gotcha.
The only thing that PAN-OS is capable of monitoring are SYN cookies and Random Early Detection. The packets themselves are never inspected to figure out if it's a GET or a POST; likely because the process wouldn't be utilized that often and it would severely affect performance.
